L. Michael Ross

President

Mike Ross has been President of the Franklin County Area Development Corporation (Chambersburg, PA) since its start-up in 1986. The Corporation is responsible for initiating, implementing, and promoting a comprehensive economic development strategy. The strategy is centered on the retention/expansion of existing companies, the selective attraction of new industries, and the start-up of new businesses. Under Mike's direction, the FCADC has facilitated more than 575 projects throughout the County. The projects have resulted in more than $1.2 Billion of new investments. The FCADC has been able to support the projects with more than $227 million of subsidized financing and job training support. Most importantly, the projects have created and/or preserved nearly 38,000 employment positions. Prior to the FCADC, Mike spent more than eight years with the Pennsylvania Department of Commerce, where he held several positions. The experience provided him with a diversified background in many facets of economic development.

Mike has a BA degree in Political Science from Slippery Rock University and is a graduate of the Economic Development Institute, Oklahoma University. He is married to Donna and has three grown daughters and son-in law.


Judy A. Evans

A longtime resident of Franklin County, Judy joined the FCADC in 1986. During the course of her career she has completed several courses in economic development and accounting, through Penn State University and the Northeastern Industrial Developers Association. As operations manager, Judy is primarily responsible for the day-to-day administration of the FCADC, including accounting and HR. In addition to her duties as operations manager, Judy also assists with the administration of the low interest financing packages offered by the FCADC.

Judy has two grown children and one granddaughter. In her spare time she enjoys reading, gardening, and spending time with her granddaughter. She is a Pennsylvania Notary Public and is a volunteer at Marion Elementary School. She currently resides in Marion with Tim Horton, a project engineer with Nursery Supplies, Inc in Chambersburg.


Rhonda L. Wojciechowski

Rhonda Wojciechowski has lived in Franklin County since 1995. Originally from Solomon’s Island, Maryland, Rhonda moved to Pennsylvania with her husband. Before joining the FCADC staff in November 1999, she worked for Pen Mar Development Corporation in Fort Ritchie, Maryland. She has had an economic background for the past 10 years and has been in the professional working environment for the past 14 years. In December 2000, Rhonda completed the Penn State University Basic Economic Development course. Rhonda is married to Martin Wojciechowski, a native of Michigan, who is employed with Olympic Steel. They currently live in Shippensburg, Pennsylvania.


David B. Mackley

A lifetime resident of Franklin County, David was born and raised in Waynesboro and attended the Waynesboro Area School District graduating in 1995. After graduation, he attended Penn State University where he received an Associates of Arts degree in Liberal Arts in 1997. In 1999, David graduated from Shippensburg University with a Bachelor of Arts Degree in Communications/Journalism with a professional emphasis in Public Relations. In August 2007, he completed graduate level coursework in public administration also at Shippensburg University.

Before joining the FCADC staff in December of 2006, David worked for over five years as a Legislative Assistant to retired State Representative Patrick E. Fleagle (R-Franklin) where his duties included public policy analysis and development, drafting several amendments to the Pennsylvania Unemployment Compensation Law and Title 75 (PA Motor Vehicle Code). David also administered the community revitalization grant program for the 90th Legislative District.

David is a past –president of the Waynesboro Lions Club, past-president and current member of the Borough of Waynesboro Recreation Board, current member of the Waynesboro Area Advanced Life Support Unit Board of Directors, current member of the BPO Elks 731 Student Aid Committee, and is a volunteer with the Waynesboro Youth League. His hobbies include; photography, golf, hunting, and WWII military history artifact collecting.

David is married to the former Angela L. Tosten of Waynesboro, a Franklin County Juvenile Probation Officer. They live in Waynesboro and are the parents of an overweight cat named, Packer (after Angie’s favorite football team) and a shepherd/lab mix named Gen. Patton.
